The first Build-To-Order (BTO) launch from HDB is usually met with much anticipation. With general property price and resale HDB flat prices at an all-time high, this year’s BTO launches are possibly even more sought-after than before.
The availability of housing subsidies and housing grants make BTO flats the most affordable housing options for most Singaporean households, assuming that you meet the criteria for BTO eligibility and are able to wait for flat completion.
The February 2022 BTO sales launch concentrates 6 projects into 4 estates – Geylang, Kallang/Whampoa, Tengah and Yishun. Unsurprisingly, the non-mature estates of Tengah and Yishun have two project offerings. A total of about 3,900 units will be offered in this launch.
King George’s Heights – Kallang/Whampoa – 398 Units Of 3-Room And 4-Room
This BTO launch at Kallang/Whampoa is likely to be the most anticipated. As pointed out previously in our analysis of Rochor Prime Location Public Housing (PLH) BTO – River Peaks I and River Peaks II, this BTO launch is just a short distance away from the first PLH BTO.
This means that residents are going to enjoy many of the same conveniences and benefits of living in a prime location without being tied down by the restrictions of PLH (including paying the subsidy recovery of 6% that sellers of River Peaks I & II will have to incur)
Aside from being an alternative (non-)PLH BTO location in the city fringe, this site is already desirable for its own merits. It is less than 5 mins walk to Lavender MRT on the EW line and 7 mins walk to Jalan Besar MRT on the DT line.
Amenities: Lavender is an area that is relatively well established with amenities such as the Jalan Besar Community Club, Jalan Besar Stadium and Swimming Complex. Let’s not forget the presence of People’s Association HQ and ICA Building in the area. Nearby retail options include Kitchener Complex and Jalan Besar Plaza. Residents can just cross the Rochor River for plenty of eateries and the North Bridge Road Market and Food Centre. If you are willing to take a longer walk or a short bus ride, you would not lack for food options at Golden Mile Food Centre. You also have Mustafa Centre, City Square Mall in the other direction of Kitchener Road. It is also within the 1-km intake zone for Stamford Primary School for families with school-going children.
Affordability: These flats would receive additional subsidies to maintain their affordability. However, under the PLH, BTO buyers would be subject to subsidy recovery when they sell their flats. This is set at 6% of the higher of either the resale price or valuation for King George’s Heights.

Ballot for this: If you have missed out on the River Peaks PLH BTO or were intentionally waiting for this launch as a non-PLH alternative. This launch is one of the most well-located city fringe locations, well served by multiple amenities. However, with the small number of units available and the likely high subscription rate, it may very well depend on your luck of the draw. Based on past application rates, balloting for a 3-room flat would give you better odds. Do note that there is a lowered allocation for Married Child Priority Scheme (MCPS) for PLHs. The MCPS quotas for these projects are up to 20% for first-timer families, and up to 2% for second-timer families, two-thirds of the usual quota.

Dakota Crest – Geylang – 443 Units Of 2-Room, 3-Room And 4-Room
While classified under Geylang, this project is actually located in between Dakota and Mountbatten, about 5 mins walk in either direction. This is the other mature estate BTO available during this launch.
Amenities: Foodie residents will be delighted by the fact that Old Airport Road Food Centre is located right opposite the site. Residents can also enjoy close proximity to many sporting amenities such as the Kallang Netball Centre, Kallang Squash & Tennis Centre, the upcoming Kallang Football Hub and Singapore Sports Hub. Kallang Wave Mall is also just a short distance away for any retail needs. It is also within the 1-km intake zone for Kong Hwa School. Other schools in the area include Dunman High School, Chung Cheng High School, Tanjong Katong Girls’ School and Tanjong Katong Secondary School.
Affordability: Mature estates tend to be on the pricey end for BTO flats.

Ballot for this: If you like the city fringe location and even more so if you are a frequent visitor to the Kallang sporting district. This location sits closer towards to Kallang than the main Geylang area which could make it more attractive especially for sports fans. The multiple schooling options also makes this attractive to families with school-going children.
However, similar to the Kallang/ Whampoa project, the small number of units available and the likely high subscription rate, it may very well depend on your luck of the draw. Plantation Creek – Tengah – 713 Units Of 4-Room And 5-Room
February 2022 continues the Tengah BTO offerings with 2 project launches. This first Tengah site is located next to the Pan Island Expressway (PIE), along the future Tengah Garden Avenue and Tengah Boulevard.
Amenities: Due to its location along the edge of Tengah town, residents can benefit from being closer to Jurong which already has established amenities. This includes nearby schools such as Jurongville Secondary School, Jurong Primary School and Fuhua Secondary School. In terms of immediate amenities, residents can expect to be next to a proposed primary school, health & medical care centre, community club and neighbourhood centre. This site is also surrounded by many parks, Tengah pond and common green areas.
Affordability: The pricing for non-mature estates tends to be affordable.

The second Tengah site in this launch, this location is closer to the heart of Tengah, along Tengah Drive and Tengah Garden Walk. This site is right next to the previously released Parc Woods@Tengah.
Amenities: This site will benefit from the nearby bus interchange and is surrounded by common green areas. However, as it is located towards the heart of Tengah, most of the development plans are still in the work. The nearest MRT station would be Tengah MRT station (JS3) on the Jurong Region Line (JRL).
Affordability: The pricing for non-mature estates tends to be affordable.

After a long absence, non-mature estate Yishun has finally made its round back to the BTO launch list. The two projects in Yishun are the largest in the February 2022 BTO launch, comprising around 850 and 980 units. Both sites offer all the available flat types, from 2-room flexi to 5-room units, giving buyers plenty of housing choices.
The first site is located at Yishun Ave 8/ Yishun Street 31 extension, along the Sungei Khatib Bongsu. It is right opposite the Symphony Suites condo development and the upcoming North Gaia executive condo development. The nearest MRT is Yishun MRT, about 20 mins walk or a short bus ride away.
Amenities: Located at the edge of Yishun, this site faces the sea in the northeast direction. Being along the Sungei Khatib Bongsu, the area overlooks the waterway. Kayaking and park enthusiasts will enjoy the close proximity to the Sungei Khatib Bongsu Park Connector and Yishun Pond. Junction Nine is just a short walk away as are the BizHubs (A’Posh BizHub, North Point BizHub and North View Bizhub) for varied retail options. Amenities: Similar to the first site, this site enjoys relatively close proximity to existing amenities in Yishun. The Sungei Khatib Bongsu Park Connector and Yishun Pond are within walking distance. For nearby retail options, Junction Nine is just a short walk away as are the BizHubs (A’Posh BizHub, North Point BizHub and North View Bizhub).
