Guide To Off-Peak Electricity Plans: Geneco, Senoko Energy, PacificLight Energy, Keppel Electric

Keppel Electric is the latest to offer an off-peak plan, with lower electricity prices all weekend.

The launch of the Open Electricity Market (OEM) in 2018 gives consumers in Singapore more choices and flexibility when buying electricity. One of the benefits of the OEM is competitive pricing and innovative offers while enjoying the same electricity supply. These innovations include peak and off-peak plans, also known as time-of-use plans, which charges a significantly reduced price for electricity use during off-peak periods.

According to SP Services, the current tariff rate from 1 October is $0.3003 per kWh. For those who didn’t know, kWh is kilowatt-hour, the preferred unit of measurement for electricity use in Singapore. Off-peak prices go as low as $0.1668 per kWh – that’s about 44% less (though with a caveat, as we’ll find out later).

Here are the four peak and off-peak plans currently available in Singapore.

PacificLight Energy9 To 9$0.1668 per kWh

In October, Keppel Electric’s Weekend Saver Plan became the latest electricity retailer to offer a peak and off-peak plan, and currently the only one to feature off-peak prices all weekend. We’ll look at each of the four plans and see how they compare.

#1 Geneco

Electricity Price Plan: Get It 7 To 7

Off-Peak Price: $0.2000 per kWh (7pm to 7am daily)

Peak Price: $0.3695 per kWh (7am to 7pm daily)

Contract Duration: 24 months

Electricity retailer Geneco introduced this plan earlier this year in April. An off-peak period of 7pm to 7am daily would appear to benefit a young BTO couple who have to leave the house early for work and return home late on weekdays.

Perhaps the only disadvantage is that they will need to pay peak prices when they are home on weekends, meaning they should wait till the off-peak periods to do their heavy-usage activities like cooking, laundry, and ironing.

#2 Keppel Electric

Electricity Price Plan: Weekend Saver

Off-Peak Price: $0.2390 per kWh (9pm to 9am on weekdays, all day on weekends)

Peak Price: $0.3290 per kWh (9am to 9pm on weekdays)

Contract Duration: 24 months

The latest peak and off-peak plan to enter the market, Keppel Electric introduces off-peak pricing all weekend, which would benefit most families that are willing to shift their household habits to match the off-peak periods. Waiting till the weekend to do laundry, for example, running a dishwasher overnight, and doing heavy cooking for the week on the weekends, are ways to maximise this plan.

The main disadvantage is that the off-peak prices only start at 9pm, which may not be suitable for families with younger children, since they tend to have heavier electricity usage in the earlier hours.

#3 Senoko Energy

Electricity Price Plan: LifeSavvy24

Off-Peak Price: $0.2005 per kWh (11pm to 7am daily)

Peak Price: $0.3695 per kWh (7am to 11pm daily)

Contract Duration: 24 months

Senoko has offered an off-peak plan for over a year now, but with the new plans being offered this year, this LifeSavvy24 plan now feeling less competitive in comparison.

The shorter off-peak prices appear to cater only to a very specific lifestyle – for example, those who require heavy air-con usage throughout the night will definitely benefit from these off-peak prices.

Those who work remotely for multinational companies that require you to work through the night due to time zone differences would also benefit. However, it has to be pointed out that Geneco’s Get It 7 To 7 Plan is similarly priced with off-peak periods that start 4 hours earlier at 7pm.

#4 PacificLight Energy

Electricity Price Plan: 9 To 9

Off-Peak Price: $0.1668 per kWh (9pm to 9am daily)

Peak Price: $0.3914 per kWh (9am to 9pm daily)

Daily Charge: $1.01 per day

Contract Duration: No contract

PacificLight Energy is perhaps more well known for providing electricity to businesses, but their peak and off-peak plan 9 To 9 has been around for several years now. Part of the reason for its longevity is its cheaper off-peak prices. However, one has to factor in the higher peak price as well as the daily charge of $1.01 per day to see if PacificLight Energy’s plan is the most suitable option.

Because of the daily charge of $1.01 per day, this plan is probably most suitable for heavy users of electricity during off-peak hours, to maximise the cheaper off-peak rates. For example, switching on the air-conditioning all night long and doing heavy loads of laundry early in the morning.

How Much A Young BTO Couple Saves When Switching To A Peak And Off-Peak Plan

When choosing an electricity price plan, it’s best that you are able to maximise savings with minimal tweaks to your existing lifestyle. There’s no point choosing a plan that forces you to make drastic changes simply to save approximately $15 to $20 a month.

As a couple with no children who recently moved into our BTO flat, my partner and I use a minimal amount of electricity when we are both out of the house for work during the week. We leave the house at about 8am together and only arrive home after 7pm each day.

This is what our electricity usage on a typical weekday looks like.

That’s about 1kWh of usage between 8am and 7pm, and about 4kWh of usage between 7pm and 8am. Over the weekend, we can average about 7kWh of electricity per day, doing the laundry for the week and the household chores.

We’re currently with SP Services, paying $0.3003 per kWh in this fourth quarter of 2025.

Here’s a very oversimplified illustration to show how much we would be paying under each of the four peak and off-peak plans.

Weekday (Peak Use)Weekday (Off-Peak Use)Weekend UseWeekly Total
SP Services$0.3003$1.2012$2.1021$11.71
Geneco$0.3695$0.8000$2.5865$11.02
Keppel Electric$0.6580$0.7170$1.6730$9.77
Senoko Energy$0.4803$0.6015$2.5865$10.58
PacificLight Energy$0.7828$0.5004$2.7398$18.97

Based on the table, the plan that most benefits our current lifestyle is the newly launched Keppel Electric Weekend Saver plan. The main benefit came from the significantly lower electricity charges over the weekend, which is when we normally do our laundry and household chores.

However, note that switching plans would only save us about $2 a week, which may be further reduced should either of us switch to jobs that allow us to work from home more often.

Once again, this is just a very oversimplified illustration based on our specific lifestyle. You will need to determine if your lifestyle justifies choosing a peak and non-peak electricity plan, and then decide which of these four plans work best for you.
