Resale Flat Prices Have Fallen For A 3rd Consecutive Quarter: Which HDB Towns Declined The Most

4-room flats in Bishan saw the largest median resale price drop, down 9.1% from $825,000 to $750,000.

HDB resale prices have fallen for the third straight quarter, the first time since 2014. This is according to the Resale Price Index, which tracks overall price movements in the public housing market. The latest data show the Resale Price Index fell from 203.7 in Q3 2025 to 202.5 in Q3 2026, representing a drop of about 0.6%. The question then is: which HDB towns and estates have seen the biggest decrease in the past year?

We based our analysis on HDB’s median resale prices for registered resale applications over the past two decades.

3-room flats in Jurong West saw the biggest price decrease, down 7.4% from a median resale price of $405,000 to $375,000 in a year. Interestingly, the biggest drop in resale prices here came in 1Q 2026.

4-room flats in Bishan saw the largest price decrease, down 9.1% from a median resale price of $825,000 to $750,000 in a year. The 9.1% drop for 4-room flats in Bishan is the largest decrease for any flat type and HDB town over the past year.

4-room prices in Bukit Batok initially rose between 4Q 2025 and 1Q 2026. Prices then fell drastically in the period that followed.

Notably, while prices fell over the year, prices in 3Q 2026 increased quarter on quarter in most HDB towns.

Bishan$985,000$970,000$880,000$969,000-1.6%

5-room flats in Sengkang saw the largest price decrease, down 4.2% from a median resale price of $720,000 to $690,000. Unlike smaller flat types in other HDB towns and estates, 5-room flats saw much steeper price declines, especially between 1Q 2026 and 3Q 2026.

Curiously, median prices in these 5 HDB towns increased in 3Q 2026, but remained lower than in 4Q 2025.

One possible explanation is the lifting of the 15-month wait-out period on July 28 this year. It is likely that private home downgraders were responsible for the jump in the number of five-room and larger flats sold in 3Q 2026.
