From 2-Room To Executive Flats: How Much Of Your Utility Bill Do U-Save Rebates Actually Cover

U-Save rebates, part of the permanent GST Voucher scheme, are distributed quarterly to help Singaporean households offset utility expenses. In July 2026, more than one million HDB households will receive their latest disbursement, with eligible families receiving up to S$190 directly into their utilities accounts. The amount varies by flat type, with 1- and 2-room households receiving the highest rebates, while 5-room and executive flats receive the least.

What Is In The July 2026 U-Save Rebates

This month’s U-Save rebates are made up of two components: the GST Voucher – U-Save and Budget 2026 U-Save. The former is part of the permanent GST Voucher scheme, introduced in 2012 to help lower- and middle- income Singaporean households with their expenses. Eligible HDB households will receive $220 to $380 in U-Save rebates each year. The GSTV – U-Save rebates are disbursed quarterly, in January, April, July, and October.

Then there is the additional component announced in Budget 2026, given out in April and July 2026. In his Budget 2026 speech, Prime Minister Lawrence Wong said, “The Government will continue to do whatever is necessary to help Singaporeans manage cost pressures — for as long as it is needed.” This additional component totals $110 to $190.

The actual coverage of these rebates varies by housing type. For smaller flats, the July payout can offset a significant portion of monthly electricity and water bills. In contrast, larger households typically find that the rebates cover only a fraction of their monthly utility costs.

Methodology

  • Data for the average monthly electricity consumption and water consumption for each HDB unit type is based on data from June 2026.
  • Electricity cost is based on the latest amount of 34.78 cents per kWh as of 1 July 2026.
  • Water cost is based on the latest amount of $3.24 per cubic metre, last revised on 1 April 2025. It includes the water tariff, water conservation tax, and waterborne tax.
  • We ignore the gas component of the utilities bill as not every HDB household today uses gas.

The July 2026 U-Save rebate for 2-room flats is $190. This means the rebates cover almost 2 months’ worth of utility bills for 2-room flats. Should residents of 2-room flats make the effort to conserve electricity over the quarter, they could even stretch the rebates to offset almost the entire 3 months’ worth of utilities.

The July 2026 U-Save rebate for 3-room flats is $170. The rebates therefore cover about 1.25 months’ worth of utility bills for 3-room flats, leaving residents with slightly less than 2 months of utility bills to pay for the rest of the quarter.

The July 2026 U-Save rebate for 4-room flats is $150. This offsets about 81% of a month’s worth of utility bills for residents of 4-room flats, leaving them having to pay for slightly over 2 months’ worth of utility bills over the rest of the quarter.

Don’t Rely On U-Save Rebates Alone To Reduce The Cost Of Utilities

As utility costs continue to rise, especially with the latest electricity tariff hike in July, HDB households can take practical steps to keep their bills manageable. Simple measures such as switching off appliances at the socket when not in use, opting for energy-efficient LED lighting, and setting air-conditioners to a moderate temperature can make a noticeable difference over time. Consider reducing water costs by installing water-saving thimbles on taps and showerheads, promptly fixing leaks, and running washing machines and dishwashers only on full loads.

While U-Save rebates provide some relief, the coverage differs from household to household. Adopting energy- and water-saving habits can help families reduce their reliance on rebates and build resilience against future tariff increases. In the long run, small adjustments to daily routines can add up to significant savings, helping households manage rising costs more sustainably.
