Guide To Understanding The Singlife MINDEF And MHA Group Insurance

Since 1983, those who serve the nation as full-time national servicemen (NSFs) and operationally ready national servicemen (NSmen) under the Ministry of Defence (MINDEF) have been covered by term life and group personal accident insurance. Formerly known as the SAF Group Term Life Insurance Scheme, it was expanded in July 2016 to include those under the Ministry of Home Affairs (MHA), such as the Singapore Police Force (SPF) and the Singapore Civil Defence Force (SCDF). Singlife, and its predecessor Aviva, has been the official insurer for this scheme, now known as the Singlife MINDEF And MHA Group Insurance Scheme.

A Short History Of The MINDEF And MHA Group Insurance

Prior to 2016, basic coverage was just $100,000 for Group Term Life and Group Personal Accident each. This was extended to $150,000 in July 2016, and premiums would now be paid for by MINDEF and MHA, respectively. Extended coverage was optional with personnel paying additional premiums on a voluntary basis.

In January 2023, coverage doubled from S$150,000 to S$300,000. At the same time, premiums were reduced by up to 50 percent, making the voluntary scheme more accessible than ever.

The next milestone arrived in November 2025, when coverage rose again to S$350,000 each for Group Term Life (GTL) and Group Personal Injury (GPI), benefiting around 500,000 personnel annually.

Today, the MINDEF & MHA Group Insurance Scheme remains one of the most affordable ways to get coverage not only for yourself but your spouse and unmarried children under 45 years of age.

Who Is Eligible For The MINDEF & MHA Group Insurance Scheme

The core scheme is valid for Full-Time National Servicemen, eligible Operationally Ready National Servicemen, eligible regulars, and eligible volunteers, in MINDEF/SAF and the Home Team.

The voluntary scheme also extends to employees of entities affiliated with MINDEF and MHA, including Defence Science & Technology Agency (DSTA), and the Home Team Science And Technology Agency (HTX).

Core Coverage

The core scheme provides automatic protection for death, total permanent disability, and accident-related disability or death. Coverage applies worldwide, meaning servicemen are protected whether they are in Singapore or overseas. Importantly, pre-existing medical conditions are included after twelve months of continuous participation, ensuring that servicemen are not excluded due to prior health issues.

This automatic coverage is funded by MINDEF and MHA, so servicemen do not need to pay premiums for the core scheme.

Expanding Protection With Voluntary Enhancements

While the core scheme offers strong baseline coverage, many servicemen choose to expand their protection through the voluntary scheme. This allows coverage to be increased up to S$1 million for both GTL and GPI. Premiums are kept affordable, starting from just S$0.17 per day for accident coverage.

Premiums are also fixed, which means they remain the same from the age you join till you turn 65 for Group Term Life, and 70 for Group Personal Injury.

Eligibility is broad. NSFs, regulars, NSmen officers (up to age 50) and non-officers (up to age 40), and dependants such as spouses and children. Coverage continues even after a serviceman leaves service, provided premiums are maintained.

Tailoring Coverage to Your Needs

Singlife recognises that every family’s needs are different, which is why it offers optional riders to complement the core and voluntary schemes.

  • Living Care provides payouts upon diagnosis of any of 37 critical illnesses, offering financial support during challenging times.
  • Living Care Plus extends coverage to 10 early-stage critical illnesses, including early cancer, ensuring that treatment costs are manageable from the outset.
  • Disability Income offers monthly payouts if a member is unable to work due to disability, helping families maintain financial stability.
  • Outpatient Medicare covers everyday medical expenses, reducing the burden of routine healthcare costs.

Exclusive Member Benefits

Beyond insurance coverage, Singlife also extends exclusive discounts to members and their families across its wider product portfolio. These include up to 24 percent off car insurance, 58 percent off single-trip travel insurance, 28 percent off home insurance, and 20 percent off health insurance products such as Singlife Shield & Health Plus and Singlife CareShield Standard.

Key Considerations

It is important to note that these are pure protection policies with no savings or investment features. Coverage is renewed annually until age 70, and no medical check-up is required for coverage up to S$300,000. Policies are also safeguarded under the Policy Owners’ Protection Scheme (SDIC), adding an extra layer of security.

The Singlife MINDEF and MHA Group Insurance schemes have steadily evolved into robust, affordable, and family-inclusive protection plans.
