Salary Guide: How Much Do Civil Servants In Singapore Earn

Superscale (MX9) officers earn about $200,000 to $260,000 annually.


The Civil Service in Singapore is the largest employer in the country, hiring about 87,000 officers across 16 Ministries. They work with the elected Government to develop and execute policies, programmes, and plans to help shape the future of Singapore.

In Singapore, the Civil Service is part of the larger Singapore Public Service, which includes over 50 statutory boards, such as the Housing and Development Board (HDB), Central Provident Fund Board (CPFB), Inland Revenue Authority of Singapore (IRAS) and more. For purposes of this article, we will not be focused on these statutory boards, as they have their own recruitment and human resource management practices.

Breakdown Of A Civil Servant Salary

The Singapore Civil Service offers a flexible wage system made up of fixed and variable components. These include, but are not limited to, the Annual Variable Component (AVC), Merit Increment (MI) and Performance Bonus (PB).

Each year, the total AVC is paid in two parts, typically announced in June and November. Historically, it adds up to more than 1 month’s salary on average.

The MI is the amount your fixed salary increases every year and is dependent on your performance for the previous year. If you are close to the wage ceiling of your pay grade, your MI will be smaller.

The PB is also based on your performance for the previous year. Unlike the MI, PB is not limited by your wage ceiling.

The fixed component of a civil servant’s salary is based on their pay scheme and grade. Each civil servant also gets a non-pensionable annual allowance (NPAA), better known as the 13-month bonus.

Civil Servant Salary Generic Schemes

There are several generic schemes in the Civil Service, including the Management Executive Scheme, the Management Support Scheme, Corporate Support Scheme and Operations Support Scheme. The largest generic scheme is the management executive (MX) scheme.

The salaries for the civil service schemes were last reviewed in 2022. Prior to that, the previous salary adjustment was in 2014.

Civil Service Salary Range

There are currently no official data sources for civil service salaries. However, we do know that when answering a question in Parliament in 2022, Minister-in-charge of Public Service, Mr Chan Chun Sing revealed that superscale (MX 9) officers earned about $200,000 to $260,000 annually, with variable components making up 20 to 35 percent of the total.

Recent recruitment efforts from the Singapore Army have also revealed the starting salary range for Army Officers.
