The second HDB BTO sales launch of 2025 in July is here, and 5,547 BTO units are available. For those intending to apply, make sure you have a valid HFE letter first.
What’s New In The July 2025 HDB BTO Exercise
This BTO exercise will be the first time that the new income assessment rules for young couples will be implemented. As long as one party is a full-time student or national serviceman, they can delay their income assessment for a housing loan until just before they collect the keys to their flat. In the past, the rules were stricter, requiring both parties to meet the same requirement to qualify for deferred income assessment.
This will be the second BTO launch where HDB will shortlist flat applications to 200% of the flat supply, instead of 300% previously. This means fewer people will receive queue numbers but there will be higher certainty in the flat application process. Those who don’t receive a queue number can also make home purchase arrangements rather than wait and hope to secure a BTO flat.
Finally, most people applying for a new BTO flat will also know that new flat classification framework, where BTO flats are sold as Standard, Plus or Prime, is here to stay. HDB has announced how each of the 8 sites in the July 2025 launch are classified, and curiously, none of them are classified as Plus.

#1 Bukit Merah (Alexandra Road)

This site is where the historic Alexandra Post Office once stood for more than 60 years. It shares its name with Alexandra Peaks, a BTO launch from December 2023 which was sold under the Prime Location Public Housing (PLH) model. Unsurprisingly, the new Alexandra Peaks is also classified as Prime.
It is less than 10 minutes’ walk away from Redhill MRT on the East-West Line, and the Delta Sport Centre, which houses an ActiveSG Gym and the Delta Swimming Complex.
Families will appreciate Alexandra Peaks’ proximity to Alexandra Primary School, Gan Eng Seng Primary School, Zhangde Primary School, Gan Eng Seng School, Crescent Girls’ School, Queenstown Secondary School and Bukit Merah Secondary School.
Applications for Alexandra Peaks will be combined with the other BTO launch in Bukit Merah, Alexandra Vista, on the other side of Alexandra Canal.
#2 Bukit Merah (Tanglin Road)

While Alexandra Vista is located slightly further from Redhill MRT Station, it is still classified as Prime, just like nearby BTO project Alexandra Vale, which launched in August 2022 under the Prime Location Public Housing (PLH) model.
New amenities within the project will include a preschool, eating house, supermarket and 2 shops.
Like Alexandra Peaks, it is close to Redhill MRT Station, on the East-West Line. It is arguably more convenient to get to Orchard Road from this site, with more direct bus services, as any alumnus of Crescent Girls’ School can confirm.
Alexandra Vista’s main draw for families is being next door to Crescent Girls’ School, and close to Gan Eng Seng Primary School, Alexandra Primary School, Zhangde Primary School, Gan Eng Seng School, Queenstown Secondary School and Bukit Merah Secondary School.
Applications for Alexandra Vista will be combined with the other BTO launch in Bukit Merah, Alexandra Peaks.
#3 Bukit Panjang

Nestled deep within the Bukit Panjang housing estate, Bangkit Breeze may not be the most well-connected and is classified as Standard. The greenery of Zhenghua Nature Park will absorb the sound from the nearby Bukit Timah Expressway.
Amenities announced for Bangkit Breeze include an eating house, minimart, 4 shops, preschool and a Residents’ Network Centre, so there’s quite a fair bit of self-sufficiency.
It is closest to Bangkit LRT station, which connects to Choa Chu Kang MRT Station on the North-South Line and future Jurong Region Line (JRL). The LRT line also connects to Bukit Panjang MRT Station, which connects to the Downtown Line.
For families, Bangkit Breeze is next to Beacon Primary School, Zhenghua Primary School and Greenridge Primary School.

#4 Clementi

It is within walking distance of Clementi MRT, which is currently on the East-West Line but will also be connected to the future Cross-Island Line.
Nearby educational institutions include Clementi Primary School, Nan Hua Primary School and Pei Tong Primary School, Clementi Town Secondary School, Singapore Polytechnic and the National University of Singapore.
#5 Sembawang

Sembawang Beacon is notable for being the only launch in this exercise that offers 3Gen flats. 34 of those units up for grabs.
Situated about 15 minutes’ walk away from Sembawang MRT, it’s a nice, quiet neighbourhood in a corner of the estate that’s relatively green.
The lack of connectivity options in the area isn’t ideal, but at least families have multiple schooling options in the vicinity including Endeavour Primary School, Wellington Primary School, Northoaks Primary School and Canberra Primary School. Canberra Secondary School is also relatively nearby.

While it falls under Tampines town, Simei Symphony is at the edge of Simei, in a neighbourhood that has changed quite dramatically over the past decade with the arrival of the Singapore Expo, the Singapore University of Technology and Design and the Downtown Line.
Amenites announced with the project include an eating house, supermarket, 4 shops, a fast-food restaurant and a preschool.
Simei Symphony is next to Upper Changi MRT Station on the Downtown Line, as well as within walking distance to Simei MRT Station on the East-West Line.
Families will be happy to note that Changkat Primary School and Changkat Changi Secondary School are nearby, as well as the aforementioned Singapore University of Technology and Design and interestingly, the SIA Training Centre down Upper Changi Road East.
#7 Toa Payoh

Toa Payoh Ascent is a 5-minute walk from beloved handcrafted ice cream store Creamier along Lorong 1 Toa Payoh. As a long-time fan of the local favourite, that proximity alone deserves HDB’s Prime classification.
But in all seriousness, it is the proximity to Caldecott MRT Interchange (for the Circle Line and the Thomson-East Coast Line), and Braddell MRT Station (for the North-South Line) that makes this location ideal.
The amenities announced for Toa Payoh Ascent include an eating house, 2 shops and a preschool.
For parents with younger children, the project is close to Marymount Convent School, CHIJ Primary School (Toa Payoh), CHIJ Secondary School (Toa Payoh) and Raffles Girl’s School (Secondary).

This massive Woodlands North Grove BTO launch offers 1,148 units, more than 20% of the entire July 2025 BTO exercise. Situated next to Admiralty Park, it is the second launch in the new Woodlands North Coast precinct, which is described as an economic hub that will be “a gateway to Malaysia” and is walking distance to the northern waterfront near Woodlands Checkpoint.
It follows Woodlands North Verge, which had a respectable number of applicants when it launched earlier this year. There were fewer first-time applicants than units allocated, which means every first-time applicant was successful in securing a unit.
Woodlands North Grove will be supported by Woodlands North MRT Station on the Thomson-East Coast Line, and from there you can connect easily to Woodlands MRT Station (which is on both the Thomson-East Coast Line and the North-South Line).
Nearby schools include Qihua Primary School, Evergreen Primary School, Riverside Secondary School, Evergreen Secondary School and Republic Polytechnic.
