Community Care Apartment Vs 2-Room Flexi: Which HDB Flat Should You Choose At 55

If you have a CCA, you are not allowed to rent out your bedroom or the entire flat.


The United Nations defines an ageing society by the proportion of the population aged 65 years and older. In Singapore, that age became the benchmark for Community Care Apartments (CCAs) eligibility when it was introduced in 2021. CCAs are Singapore’s first assisted living flats, a joint project by the Housing and Development Board (HDB), the Ministry of National Development (MND) and the Ministry of Health (MOH). Earlier in July 2026, the government decided to lower the age eligibility for applying for a CCA from 65 to 55.

This is because HDB has offered short-lease 2-room Flexi flats since 2015 under the Build-To-Order (BTO) scheme to senior citizens aged 55 and above. Initially, this meant seniors looking to right-size had to decide whether to apply for a 2-room Flexi BTO flat at 55 or wait another decade until they were 65 to apply for a CCA. Recognising that Singapore is one of the fastest-ageing countries in the world, the government is working to expand housing and care options for seniors, which includes making CCAs accessible to younger seniors.

The first opportunity to choose between a CCA and a 2-room Flexi flat will happen in the November 2026 BTO sales launch. The BTO launch was scheduled to take place in October but was postponed due to the National Day Rally announcement of the raised income ceiling requirement. The Toa Payoh BTO site will have about 260 CCA units and 590 2-room Flexi units available. 40% of the 2-room Flexi flats are set aside for seniors, so that’s about 236 units.

What Community Care Apartments And 2-Room Flexi Flats Have In Common

Community Care Apartments and 2-room Flexi flats share several eligibility conditions. You have to be a Singapore Citizen aged 55 and above to apply, and your monthly income cannot exceed the newly raised $16,000 ceiling. The chosen lease of the flat must be between 15 and 45 years, in 5-year increments, and must last for all buyers and their spouses until at least age 95.

CCAs and short-lease 2-room Flexi flats cannot be sold on the open market. If you no longer wish to live there, you must return the flat to HDB.

With CCAs now being built within BTO estates, social activities for CCA residents will be consolidated and provided via Active Ageing Centre (AAC) touchpoints located at or near the CCA. This would reduce the need for standalone communal spaces in future CCAs. This means both CCA and 2-room Flexi flat residents would have access to the same neighbourhood amenities designed for seniors.

Where They Differ

Consider several factors when choosing between a Community Care Apartment and a 2-room Flexi flat once you turn 55.

#1 Size And Configuration

CCAs are typically 32 square metres, while 2-room Flexi flats come in two sizes: Type 1 flats are about 36 square metres, and Type 2 flats are about 45 square metres. That said, CCAs combine the living and dining area with the kitchen, giving them a larger overall appearance.

2-room Flexi flats separate the kitchen from the living and dining area. Finally, 2-room Flexi flats come with a household shelter, while CCAs do not.

#2 Fittings

Each CCA unit comes with pre-installed fittings and senior-friendly design features. These include easy-to-slide partitions to separate living and bedroom spaces for privacy, a built-in wardrobe and cabinets for storage, and a wheelchair-accessible bathroom with slip-resistant flooring and grab bars.

They are designed so that minimal to no renovation is required.

Short-lease 2-room Flexi flats come fitted with grab bars, since they are designed for seniors. Additional senior-friendly fittings are optional and are offered as part of the Optional Component Scheme (OCS). This is a heavily discounted package offered only when you book the flat.

The senior-friendly fittings include:

  • built-in kitchen cabinets with an induction hob and cooker hood, kitchen sink, tap and dish-drying rack
  • built-in wardrobe
  • lighting for the whole unit
  • window grilles for the whole unit
  • water heater
  • mirror and toilet roll holder in the bathroom

You can also opt for the sanitary fittings and floor finishes offered to all BTO units as part of the OCS.

#3 Renting Out Of Unit

If you have a CCA, you are not allowed to rent out your bedroom or the entire flat.

Those in 2-room Flexi flats are allowed to rent out their entire unit. Up to 4 tenants are allowed to stay in a 2-room Flexi flat. You are not allowed to rent out just your bedroom, however.

#4 Balloting And Priority Schemes

As mentioned earlier, while the exact numbers have yet to be confirmed, about 260 CCA units and 236 2-room Flexi flats should be available for seniors in the upcoming BTO launch at Toa Payoh in November 2026.

Application rates for previous CCAs have fallen below 1. That means every applicant will be allocated a CCA unit, with no need to ballot.

That said, applicants who require permanent assistance with any of the six Activities of Daily Living (ADL) will get priority flat allocation for CCAs. This is because seniors with care needs are more likely to require the support offered by CCAs.

Application rates for 2-room Flexi flats are much more competitive. In the most recent BTO launch in June 2026, the application rate for the 157 Standard units in Woodgrove Acres was 3.9 for seniors, while the application rate for the 476 Prime units in Lakeview Cascadia in Bishan was 3.7 for seniors. That means almost 4 applications for every available unit allocated to seniors.

However, this upcoming launch is in Toa Payoh, next to Caldecott MRT station, making it one of the most highly anticipated launches. Last year, the application rate for the 195 2-room Flexi flats in Toa Payoh Ascent next door was 5.4 for seniors.

There are now two Priority Schemes for seniors applying for HDB flats.

Seniors who wish to live with or near their children will enjoy greater priority under the Family Care Scheme (Proximity).

Seniors who wish to buy a 2-room Flexi flat within 4km of their existing home, whether HDB flat or private residential property, will qualify for the Seniors Priority Scheme.

Under both priority schemes, seniors get higher allocation rates, improving their chances.

#5 Price

While the exact prices of the units in the Toa Payoh BTO launch have not been revealed yet, we can get an idea from the prices of the BTO project next door, Toa Payoh Ascent, which was classified as Prime. Launched in the July 2025 BTO sales exercise, 2-room Flexi flats at Toa Payoh Ascent ranged from $71,000 to $272,000 for Type 1 and $86,000 to $354,000 for Type 2. The prices are based on the length of the lease.

Last year, the CCAs at Fernvale Plains were priced starting from $88,000 to about $122,000. However, this does not include the cost of the Basic Service Package (BSP), which all CCA residents are required to subscribe to. In August, it was announced that the BSP fees would be reduced significantly, from $195 to about $121 per month. This means someone staying for about 40 years could expect to pay a total of $119,000 under the new fees, down from $212,000.
