BTO Income Ceiling Is Now $16,000: What Other Housing Policies Have Changed Because Of This

This is the fourth time the income ceiling has been raised since it was $8,000 in 2010.


The income ceiling for HDB BTO flats has been raised to $16,000. This is the fourth increase since 2010, and each increase has been $2,000. It was $8,000 for over a decade before 2010, then rose to $10,000 in 2011, $12,000 in 2015, $14,000 in 2019, and now $16,000 in 2026.

When he announced this housing policy change at the National Day Rally 2026, Prime Minister Lawrence Wong said this needed to be raised again because “These days, Singaporeans are marrying later. By the time they settle down, many are further along in their careers and earning more. So more young couples are crossing the current income ceilings.”

When the income ceiling for new HDB BTO flats changes, several other housing policies pegged to this value often change in tandem.

Income Ceiling To Qualify For An HDB Housing Loan

Unsurprisingly, the income ceiling to qualify for an HDB housing loan has also increased from $14,000 to $16,000. Singles can now qualify for an HDB loan under the Single Singapore Citizen scheme if their income is $8,000 or less, up from $7,000.

Income Ceiling For New Executive Condominiums

Traditionally, the income ceiling for Executive Condominiums is always $2,000 higher than that of HDB BTO flats. This latest increase is no exception.

As mentioned at the National Day Rally 2026, the maximum income to be eligible for new EC units will rise from $16,000 to $18,000. This affects all EC sites with tenders closing on or after 24 August 2026, starting with the upcoming ECs at Canberra Drive and Admiralty Walk.

Coincidentally, these two developments are also the first to be affected by the new EC cooling measures the Government announced in May. These measures include a 5-year extension of the Minimum Occupation Period (MOP) and the sunsetting of the Deferred Payment Scheme.

Income Ceiling For Singles

While not mentioned specifically in the National Day Rally speech, the income ceiling for singles to be eligible to buy a new BTO 2-room Flexi flat is now $8,000, up from $7,000. This is because this is typically half that for families.

The raised $8,000 ceiling also applies to singles buying 2-room resale Prime flats, and it is now $16,000 for a 2-room resale Plus flat. As before, there is no income restriction for resale flats classified as Standard or launched before the new flat classification took effect.

Income Ceiling For Extended Families

The income ceiling for extended families is now revised to $24,000, up from $21,000. This is because it is pegged at 1.5 times that of typical families.

An extended family is defined as parents, including single parents due to death or divorce, who are buying a flat with their working children.

The combined income of all the occupants cannot exceed $24,000.

Income Ceiling For Resale Flats Classified as Plus And Prime

The new income ceiling also applies to the purchase of resale flats classified as Plus and Prime under the new HDB flat classification system.

Resale flats that are unclassified or classified as Standard have no income eligibility criteria, but those classified as Plus or Prime can only be sold to buyers who meet the eligibility criteria for new HDB BTO flats. This includes the income eligibility requirements.

This means that you can now sell your HDB flats classified as Plus and Prime on the resale market to buyers earning a combined income of $16,000 or less.

Income Ceiling To Qualify For CPF Housing Grant For Resale Flats

When buying a resale HDB flat, you may qualify for a housing subsidy of up to $80,000 to help with the purchase of the flat under the CPF Housing Grant scheme.

The household income ceiling to qualify for this scheme has now been raised to $16,000.

For now, the Enhanced CPF Housing Grant (EHG) remains unchanged; it is still given to first-timer households earning $9,000 or less. The EHG was last updated in August 2024.

Income Ceiling To Qualify For The Parenthood Provisional Housing Scheme

The Parenthood Provisional Housing Scheme (PPHS) allows select families to rent a flat from HDB while waiting for their BTO flat to be completed. The maximum monthly household income to qualify for this scheme has been raised from $7,000 to $8,000.
