Household Support Package & GST Voucher 2022: How Much Will Your Family Be Getting (And When)

More financial help for households to cope with the rising cost of living


A $560 million Household Support Package was unveiled in this year’s budget to help Singaporean families with the rising cost of living. This includes an additional GST voucher- U-Save to help families with their utilities, an additional top-up to the children’s education account to help with their school-related expenses, and a CDC voucher to help Singaporeans with their living costs.

Read on to find out which scheme applies to you and how much you can get in 2022.

A Typical Singaporean Household Will Receive $525 From The Household Support Package

For illustration, a Singaporean household, consisting of a couple and one 4-year old child, living in a 4-room flat can expect to receive about $525 from the Household Support Package.

As the support is tiered, the amount of support you will receive from the Household Support Package will depend on whether your household meets the criteria of the different components.

GST Voucher – U-Save Rebates Given to Households Are Doubled  

To help households with their utility expenses, the government announced that it will double the regular GST Voucher (GSTV) – U-Save in April 2022, July 2022 and October 2022.

In addition to the GSTV U-Save rebates under the Assurance Package in January 2023, all eligible HDB households will receive double their regular GSTV – U-Save rebates in FY2022, benefiting up to 950,000 Singaporean households.

To be eligible to receive the rebates, the immediate family members living in the same flat must not own or have any interest in more than one property and must satisfy one of the following criteria:

  1. If you own and live in an HDB flat, there must be at least one Singapore citizen owner or occupier in the flat; or
  2. If the HDB flat is partially rented out, then there must be at least one Singapore Citizen owner or occupier in the flat; or
  • If the whole HDB flat is rented out, then there must be at least one Singapore Citizen tenant

There is no need to make any separate applications as eligible households will be notified through quarterly inserts sent together with their utility bill. This additional GST Voucher – U-Save rebates will be credited together with the regular U-Save rebates and  credited automatically to the HDB flat’s utilities account.

Any unused GST Voucher – U-Save will be rolled over to help offset the household’s utility bills for the following months. However, any unused amount cannot be encashed.

Additional $200 CDA/Edusave Top-Up        

Under the Household Support Package, each Singapore Child will receive $200 to support families with their children’s education related expenses. Depending on the age band, a child will receive a one-off top-up in the Child Development Account (CDA), Edusave Account or Post-Secondary Education Account (PSEA).

To qualify for the top-up in the CDA account, the Singapore child must be born between 1 January 2016 and 31 December 2022 and must have opened a CDA account by 30 June 2023.

To be eligible for the top-up under the Edusave account, the Singapore Citizen must be born between 1 January 2006 and 31 December 2015. This includes all students studying in MOE-funded special education (SPED) schools, regardless of their age.

For Singapore Citizens who are aged 16 years and above in 2022 and studying in Junior Colleges/Millennia Institute, they will receive their top-up under their PSEA.

As for other children with special needs, they will receive their top-up in the relevant account based on their age.

These top-ups are expected to benefit around 790,000 children, and eligible children will receive their top-up either in May or from September depending on their age group.

Another $100 Community Development Council (CDC) Voucher To Be Distributed In 2022

The government will partner with Community Development Councils to distribute another round of $100 CDC vouchers to all Singaporean households this year. This is expected to benefit around 1.3 million households.

These vouchers are meant to help all Singaporean households with their daily expenses and can be used at participating heartland merchants and hawkers that have a CDC decal.

All Singaporean households will have a year to claim and spend their vouchers.

Based on 2021’s disbursement of the CDC vouchers, it is likely that the process to claim these vouchers will remain the same. One member of the household would be able to redeem the vouchers online, or you can head to the nearest community centre for assistance.

When Will You Receive The Household Support Package?

To provide a final round-up for the Budget 2022 Household Support Package, the timeline for each scheme’s payout, except CDC vouchers is as summarised below:
