The Housing and Development Board (HDB) promised that it will launch around 15,000 new flats in 2019. For this third sales launch in September, 3,373 Built-To-Order (BTO) flats will be available for balloting in Punggol and Tampines.

#1 Punggol – 2,724 units (2-room Flexi, 3-room, 4-room & 5-room)
For this sales launch, 2,724 flats will be available for balloting in two developments, Punggol Point Cove and Punggol Point Crown in sizes ranging from 2-room Flexi, 3-room, 4-room and 5-room.
We’ve said it before, and we’ll say it again. It is probably not a good sign when you need to be that zoomed out in order to show the nearest MRT station, town centre and expressway exit.
These two adjacent developments are in the northern part of Punggol, right at the coast facing Coney Island. This means that some blocks would actually get to enjoy an unblocked “seaside view”!
This estate is around 700m away from Punggol Point LRT station, which fortunately is just 2 stops away from Punggol MRT. When completed in 2023, the new Punggol Coast LRT station will be even nearer to this new estate. This makes it quite accessible via public transport, despite being relatively remote.
Much of the roads that will connect these two developments are yet to be built, which you expect to be ready in as BTOs projects are being built. Also, the two developments would be around 2.6km away from the vicinity of Punggol MRT station via roads, which means walking to the town centre isn’t an option for everyone all the time.
The nearest exit from Tampines Expressway (TPE) is slightly more than 2km away, which is pretty far. With the growing car population of Punggol and many traffic lights you need to cross on your way to TPE, you’ll need plenty of patience when driving during peak hours.
In late 2022, the new campus of the Singapore Institute of Technology will be ready, and it will be a few streets away from this batch of BTO units. There are also big plans for this Punggol North area as a designated “enterprise district” and part of the Punggol Digital District.
In terms of amenities, residents can visit the Marina Country Club, SAFRA Punggol Clubhouse, Waterway Point, Outward Bound Campsite and enjoy the extensive Punggol Waterway park – all without ever leaving Punggol.

As Punggol is classified as a Non-Mature estate, homeowners buying a 4-room or smaller flat will be able to receive the Special CPF Housing Grant, subject to an income ceiling of $8,500.

#2 Tampines – 649 units (4-room & 5-room)
649 units are available in this modestly-sized development in 4-room and 5-room configurations.
As you can see, this BTO development is more than a stone’s throw away from Tampines bus interchange and Tampines MRT station, which is an important transport node on both the East-West line and Downtown line. Those wishing to access the Circle line can do so at MacPherson, which is 6 stops away on the Downtown line.
The development is nested deep within this new Tampines north area, where many BTO developments from previous sales launches are being built. While the location might be further from the town centre compared to other BTO projects, residents can expect a range of shared facilities, parks and amenities to be available.
Tampines town centre is about 2.4km away, giving residents access to a full-suite of amenities, including 3 shopping malls and Our Tampines Hub, which houses a hawker centre, the Tampines Regional Library, a swimming pool, and many other sports facilities. Tampines Ikea, Giant, and Courts are also within 500m of this development.
As you can imagine, connectivity is pretty good, with convenient access to the Tampines Expressway (TPE) as well as Bartley Road East (via Tampines Avenue 10).
As a Mature Estate, Tampines is home to tertiary institutions like Temasek Polytechnic, as well as being within 30 minutes on public transport to the Singapore University of Technology and Design (SUTD), Institute of Technical Education (ITE) College East, and plenty of secondary and primary schools.

Before applying for your dream BTO flat, familiarise yourself with the various grants that you may be eligible for, since the selection of your flat may affect the amount of grants that you are entitled to.
You should also be aware of the consequences of giving up your queue number if you were to receive one, so take the decision carefully.
