From $1.18 Million To $1.728 Million: How Record-Breaking HDB Resale Prices Have Changed In The Last Decade

Every record resale 4-room HDB flat from 2017 to 2026 was located at Pinnacle @ Duxton.


Over the past decade, Singapore’s HDB resale market has seen unprecedented highs, with million-dollar transactions becoming increasingly common. In April 2026, a new record was set with an HDB flat selling at $1.728 million. Analysing resale prices from 2017 to 2026 reveals clear patterns across different flat types.

Highest Resale Prices For Executive Flats From 2017 To 2026

What HDB classifies as executive flats includes Executive Maisonettes, Executive Apartments, and Jumbo Flats. These are typically the largest HDB flats you can find today, though there haven’t been any new ones since the early 2000s.

The first HDB flat to sell for $1 million dollars in 2012 was an executive flat in Queenstown, at 149 Mei Ling Street. The executive flats in that neighbourhood continued to break records through to 2020, before they were overtaken by units in Bishan and in Toh Yi Gardens, a cluster of flats on the edge of Bukit Timah.

In a decade, the record prices of executive flats jumped about 38%, from $1.16 million in 2017, to $1.6 million in 2025, with resale transactions in 2026 yet to overtake this price.

Highest Resale Prices For 5-Room Flats From 2017 To 2026

The most recent record breaker for an HDB flat was a high-floor unit at City Vue @ Henderson, selling for $1.728 million. This isn’t the first time a unit at City Vue @ Henderson has broken records. Since 2022, when the first units at these Selective En-Bloc Redevelopment Scheme (SERS) Replacement Flats reached their Minimum Occupation Period (MOP), they have been breaking records, only to be challenged when the larger Premium Apartment Loft units at SkyTerrace @ Dawson entered the market.

5-room flats that cross the million-dollar mark have been normalised for some time, though there are still obvious reasons why these record-breaking prices continue to rise. Some of the units on this list are found in Design, Build and Sell Scheme (DBSS) estates, which was HDB’s short-lived experiment to have public housing designed by private developers. The smaller-sized units are those found at Pinnacle@Duxton, where the central location commands a higher price per square foot (psf). Almost all of these are found on higher floors, where the usually unblocked view of the surroundings adds to the unit’s value.

In a decade, the record prices of 5-room flats jumped more than 46%, from $1.18 million in 2017, to $1.728 million in 2026.

Highest Resale Prices For 4-Room Flats From 2017 To 2026

The units on this list should not come as a surprise to anyone, as they are all found at Pinnacle@Duxton. Despite their smaller size, these 4-room flats command both a high floor with a stunning view and an unbeatable central location. With the announced Pearl’s Hill HDB project still several years away, expect Pinnacle@Duxton to continue breaking records for 4-room flats.

While Pinnacle@Duxton made the news back in 2018 when it had the first 4-room flat to sell for $1 million, in the years since, such a valuation has become increasingly normalised, culminating in units going for as high as $1.5 million for over a year.

In a decade, the record prices of 4-room flats jumped more than 52%, from $998,000 in 2017, to $1.518 million in 2025. It is almost inevitable that the record will be broken again this year.

Highest Resale Prices For 3-Room Flats From 2017 To 2026

This list effectively comprises two flat types: the newer, smaller three-room flats at Bidadari and the larger postwar flats at Tiong Bahru. There’s a clear inflection point in 2021 as the modern 3-room flats started entering the market, and the lease decay of the older, postwar flats became impossible to ignore.

What seems to be clear is that recently MOP flats are inevitably going to be dominating this list in the years to come. Already, two units at the SERS Replacement Flats in Tiong Bahru View have set records in 2022 and 2026, despite being smaller than the Bidadari flats.

Though it may be a matter of comparing apples to oranges, in a decade, the record prices of 3-room flats jumped more than 35%, from $688,000 in 2017, to $930,000 in 2025. It is almost inevitable that the record will be broken again this year, perhaps even breaking the $1 million mark.
