Where Are The Most Million-Dollar 4-Room HDB Flats Found In Singapore

The most expensive 4-room HDB flat was sold for $1.518 million in March this year.


HDB flats selling for over a million dollars used to be big news. 259 million-dollar flats were sold in 2021, a new record. That was almost as many million-dollar flats sold between 2012 and 2020, and the steep jump caused significant concern and media attention. But barely a few years later, the new focus is on 4-room HDB flats.

In 2025, the number of million-dollar 4-room HDB flats sold has overtaken the quantity of million-dollar 5-room HDB flats. To date, 423 million-dollar 4-room HDB flats have been sold in 2025, compared to 327 million-dollar 5-room HDB flats.

Going through HDB’s resale flat prices data since the earliest million-dollar 4-room sale in 2018, here are where you can find these million-dollar 4-room HDB flats.

We’ll look at the top 5 towns, which make up almost 90% of all the transactions.

#1 Toa Payoh

Total Million-Dollar 4-Room HDB Flat Sales (2018 – 2025): 209

HDB Estates: Alkaff LakeView, Alkaff CourtView, Toa Payoh Crest, The Peak @ Toa Payoh

Highest Price Transacted: $1.259 million

PSF Range: $885 – $1,215 psf

It should not come as a surprise that many of the million-dollar 4-room HDB flats are in Toa Payoh. The highly sought-after HDB BTO projects of Alkaff LakeView and Alkaff CourtView in the Bidadari estate, which have recently reached the Minimum Occupation Period (MOP). The extremely desirable location is within walking distance to Woodleigh MRT station on the North-East Line, close to Bartley MRT station on the Circle Line, both of which are just one stop away from Serangoon MRT Interchange and the massive NEX shopping mall.

But perhaps more importantly, they are within the 1km range of popular primary schools Cedar Primary School, Maris Stella High School (Primary), and St. Andrew’s Junior School.

Alkaff LakeView and Alkaff CourtView were among the first BTO projects in this neighbourhood. They also started the trend of BTO projects that had no 5-room flats, a trend which evolved into HDB’s new Prime and Plus classification.

All this explains why so many HDB 4-room flats in Toa Payoh have exceeded the million-dollar mark already, and why we can expect many more as the other BTO projects reach MOP over the next few years.

#2 Kallang/Whampoa

HDB Estates: Kallang Trivista, St. George’s Towers, McNair Towers, City View @ Boon Keng, Bendemeer Light

Highest Price Transacted: $1.301 million

PSF Range: $962 – $1,262 psf

The Kallang/Whampoa neighbourhood has always been popular due to its city-fringe location. Kallang Trivista was part of the SERS replacement flats sold to former residents of the much-loved Rochor Centre. Its position near to Kallang MRT station, overlooking Kallang River, and featuring slightly larger units all contributed to its million-dollar pricing in the past 3 years.

For St. George’s Towers and McNair Towers, it is not just the city-fringe location, but also the high-rise living that commands million-dollar prices. The top 10 most expensive units in both projects are all found above the 25th storey. These blocks tower over their neighbours and Sungei Whampoa, and are within walking distance of Boon Keng MRT station on the North-East Line.

#3 Central Area

HDB Estates: Pinnacle @ Duxton

Highest Price Transacted: $1.518 million

PSF Range: $975 – $1500 psf

No list of the most expensive public housing is complete without the presence of Pinnacle @ Duxton, which has been setting new sales records since a 5-room flat became the first to break the million-dollar mark in 2015. Unsurprisingly, the first 4-room flat to break the million-dollar mark was in Pinnacle @ Duxton in 2018.

Since then, 179 4-room flats have been sold at $1 million and above. That’s about 1 out of 7 4-room units in the development, or 14%. Earlier this year, the price of a 4-room top floor unit at Block 1C broke the $1.5 million mark, with an estimated psf of $1,500.

Again, none of this is surprising. Pinnacle @ Duxton has continued to capture the imagination of Singaporeans with its 50-storey buildings in the heart of the city. It is walking distance to Outram Park MRT Interchange and the rest of the Central Business District.

#4 Bukit Merah

HDB Estates: Tiong Bahru View, City Vue @ Henderson, Havelock View, Telok Blangah Parcview, Telok Blangah Towers

Highest Price Transacted: $1.338 million

PSF Range: $920 – $1351 psf

Tiong Bahru View is another SERS replacement development that has paid off for the former residents of Bukit Merah View (the site has since been redeveloped and launched as the Bukit Merah Ridge BTO in 2022). It was already a bonus that their new blocks were only a 10-minute walk away from their old homes, but now they are right next to Tiong Bahru MRT and Tiong Bahru Plaza.

A total of 37 4-room flats at Tiong Bahru View have been sold for over $1 million, with half of these sales occurring in the past two years alone.

Down the road, City Vue @ Henderson is another SERS replacement development that has also paid off for former residents of the quaint seven-storey houses at Redhill Close. Today, their high-rise units provide unobstructed views of the Southern Waterfront, including the regular fireworks displays at Universal Studios Singapore.

Not surprising then, that 34 4-room flats at City Vue @ Henderson have been sold for over $1 million, with almost 90% of these sales occurring in the past two years, due to the recent MOP.

#5 Queenstown

HDB Estates: SkyTerrace @ Dawson, SkyVille @ Dawson, Buona Vista Court, Dawson Vista, Ghim Moh Edge

Highest Price Transacted: $1.380 million

PSF Range: $880 – $1,350 psf

The highly popular projects SkyTerrace @ Dawson and SkyVille @Dawson are driving million-dollar 4-room flat sales in Queenstown. These skyscrapers with units above 40 storeys are in high demand, especially SkyTerrace @ Dawson, with its unique loft units which offer double volume space at the living and dining areas.

But what is a little surprising are the growing number of units sold for over $1 million at Buona Vista Court, which is a few years older and situated next to the Civil Service College. Another SERS replacement project, the units at Buona Vista Court are within walking distance to Buona Vista MRT interchange, as well as within the 1km radius for Henry Park Primary School, and the 2km radius for Fairfield Methodist School (Primary), Nanyang Primary School and New Town Primary School.
