Every February, Singaporeans from all walks of life look forward to the Budget announcement. The speech doesn’t just list support measures for the year ahead, but reflects the Government’s priorities and the impact they will have on our daily lives.
In particular, Budget 2025 addressed one of the pressing issues for middle-income families: tackling cost pressures.
A wide range of support measures for Singaporeans at every life stage was unveiled – from birth to retirement, with stronger support for families, seniors and vulnerable groups. Taken together, these initiatives can make a significant difference for Singaporeans.
Household Support For Common Expenses
The support provided at Budget 2025 will lighten the load from common household expenses, such as utilities expenses, Service and Conservancy Charges (S&CC), groceries – helping to lower monthly bills.
You can expect:
– CDC Vouchers amounting to $800 per household distributed across two tranches – $500 in May 2025 and $300 in January 2026. This helps households save on groceries and everyday goods and services whilst supporting heartland businesses. Half can be spent at participating supermarkets and the other half at participating heartland merchants and hawkers.

– U-Save rebates of up to $760 in FY2025 for eligible HDB households, credited directly to households’ utilities account with SP Services each quarter to offset utilities expenses for households.

– Climate Vouchers of up to $400 per household, can be used to purchase energy-efficient appliances. This not only helps households switch to greener products, but could also lower utilities bills.

Individual Benefits For Every Stage Of Life
SG60 Benefits:
Besides household support, the Government also introduced several measures at Budget 2025 to commemorate Singapore’s 60th birthday – our Diamond Jubilee. This includes:
– SG60 Vouchers amounting to $600 for all Singaporean adults aged 21 to 59 in 2025, and $800 for Singaporeans aged 60 and above in 2025. SG60 Vouchers can be used at all businesses that accept CDC Vouchers, with half allocated for spending at participating heartland merchants and hawkers, and the other half at participating supermarkets. The SG60 Vouchers are valid until 31 Dec 2026 so there’s no rush to spend them.
– SG Culture Pass credits worth $100 for all Singaporeans aged 18 and above, to encourage Singaporeans to enjoy local arts and heritage activities.
– SG60 ActiveSG Credit Top-Up of $100 that can be used to cover entry fees at public swimming pools and gyms, book ActiveSG facilities, and offset fees for ActiveSG programmes.
Cash Benefits:
There are also cash benefits under the permanent GST Voucher (GSTV) scheme and the Assurance Package (AP).
– GSTV – Cash of $850 or $450 paid out in August 2025, depending on assessable income, annual value, and number of properties owned.

Parents can expect:
Budget 2025 introduced more targeted financial support for families with young children, as part of Singapore’s efforts to build a Singapore made for families.
– Child LifeSG Credits of $500 per child aged 12 and below, disbursed via the LifeSG app.

Families with older children aged 13 to 20 would have received a one-off $500 top-up to the children’s Edusave account or Post-Secondary Education Account (PSEA).

Seniors can expect:
As Singapore heads into a super-aged society, more families may shoulder additional caregiving responsibilities. Budget 2025 offers timely support, strengthening support for seniors and their families.
– GSTV – MediSave top-up of $150 to $450, for seniors aged 65 and above.

Another senior-focused measure is the Matched MediSave Scheme (MMSS) from 2026, where the Government matches voluntary cash top-ups made to the MediSave accounts of eligible seniors, up to $1,000 annually for 5 years. Seniors may also benefit from enhancements to the Home Caregiving Grant and long-term care subsidies, as well as the expansion of the Enhancement for Active Seniors (EASE) programme for senior-friendly housing renovation works. These measures can offer much-needed support for families living with seniors who need additional caregiving support.
How Will A Middle-Income Three-Generation Family Benefit From Budget 2025 Measures?
To illustrate Budget 2025’s support measures (for the financial year from April 2025 to March 2026), we look at the benefits that a middle-income, multi-generational Singaporean family could receive.
In our example, the household comprises 4 adults (a working couple, a working grandparent and a retired grandparent) and 2 young children, living in a 5-room HDB flat with a monthly household income of $16,000.

Taking all of the Budget 2025 measures in totality, this example family could receive about $10,800 in total benefits in FY2025, with $8,900 in individual benefits and about $1,900 in household benefits:

Budget 2025 delivers carefully targeted measures across all life stages, offering support where it is most needed.
For middle-income, multi-generational families like the one in our example, the benefits can add up to about $10,800 – a sizeable boost that helps ease the pressure of everyday expenses.
