Guide To Progressive Wage Model For The Security Sector

The Progressive Wage Model (PWM) is designed to help uplift the wages of low-income workers at a sustainable and meaningful pace. It is the government’s answer to criticisms about a lack of a minimum wage.

PWM differs from a minimum wage on three fronts. The first is through a gradual increase in minimum basic wages. Unlike a minimum wage, the PWM’s minimum wage is sector specific. The second is through providing a clear career pathway for wages to rise alongside improved productivity and higher training standards. The third is the fact that unlike minimum wage, the PWM only covers Singapore Citizens and Permanent Residents (PRs).

The PWM currently covers Cleaning, Security, Landscape, Lift and Escalator, Retail, Food Services, Administrators and Drivers, and Waste Management.

Full-Time Outsourced Security Officers

The salary for full-time oursourced security officers in this table is expressed in terms of monthly basic wage.

Since full-time outsourced security officers must be paid more than $2,600 in 2024, part IV of the Employment Act will no longer apply to them, and employers no longer need to pay them for extra hours worked beyond 44 hours per week, but they should not work more than 72 extra hours every month.

Part-Time Outsourced Security Officers

In-House Security officers

The salary for full-time in-house security officers is expressed in terms of monthly gross wage. For part-time in-house security officers, their wages will be pro-rated based on a 44-hour work week basis.

Security officers have a progression scheme that is structured to encourage them to upskill and qualify to earn more. Each has a recommended job scope along with training requirements.

Support For Employers

The Progressive Wage Credit Scheme (PWCS) is meant to help employers adjust to mandatory wage increases for lower-wage workers. Under the PWCS, the government will co-fund wage increases for eligible resident employees from 2022 to 2026.

In addition to this, employers can also get assistance for training costs using the Absentee Payroll Funding from SkillsFuture.
