COVID-19 Temporary Relief Scheme

The NTUC Freelancers and Self-Employed (NTUC U FSE) has announced they will be providing $200 eligible members who have been tested positive for COVID-19 between 11 October to 31 December 2021.

In a Facebook update, NTUC Secretary General, Ng Chee Meng, said that the pandemic has been a trying time for this group, and the one-off $200 relief is NTUC’s way of “showing our support”.

Who Are Eligible For The One-Time Payout?

Only freelancers and self-employed who test positive for COVID-19 between 11 October and 31 December 2021 will be eligible for this disbursement.

Such freelancers and self-employed individuals will also have to be members of

  • NTUC Freelancers and Self-Employed (NTUC U FSE), or
  • An NTUC-affiliated association:
    • National Delivery Champions Association (NDCA)
    • National Instructors & Coaches Association – (NICA)
    • National Private Hire Vehicles Association (NPHVA)
    • National Taxi Association (NTA)
    • Visual, Audio, Creative Content Professionals Association (Singapore) (VICPA Singapore)

How To Qualify For The One-Time Payout?

Freelancers and Self-employed need to test positive positive for COVID-19. This can be either through an ART-positive result or COVID-19 positive result. Your positive test result should be for the period from 11 October to 31 December 2021.

You also need to have fully paid for your respective membership, which should have commenced on or before 30 September 2021.

Eligible freelancers and self-employed need to submit your application no later than 30 calendar days from the date of your first ART-positive or COVID-19 positive test result. Applications that are late or incomplete will be rejected.

You can visit your respective associations’ websites for specific instructions to submit your applications.

How Much Will Eligible Freelancers and Self-Employed Persons Receive?

As mentioned, a one-time support of up to $200 will be given to eligible freelancers and self-employed members who test positive for COVID-19. However, the payouts range between $50 and $200.

The payout you receive will be based on two things: 1) your isolation period and 2) your membership status.

For receive the payout, you have to show proof of your first ART-positive or COVID-19 positive test result.

For those with isolation periods that are shorter than 4 days, you can provide the following documents for proof of first ART-positive test result:

  • HealthHub screenshot (for those who visit Quick Test Centres (QTC) / are under Employer-led Supervised Self-Swab (ESSS)); or
  • Date and time-stamped photo of test kit showing first ART-positive test result, together with applican’ts photo ID; or
  • Proof of declaration of first ART-positive test result to platforms / operators (for P2P drivers)

Those who test ART-positive should wait till after 10 days to apply for their disbursement. This is because the initial self-isolation period may extend beyond 72 hours.

For those with isolation periods that are 4 days or more, you need to provide the electronic discharge memo from the Ministry of Health (MOH).
