On 20 July 2021, the government announced that we will be heading back to Phase 2 (Heightened Alert) measures for about a month \u2013 from 22 July to 18 August 2021.<\/p>\n\n\n\n

Re-opening in Singapore is proving to be trickier than what everyone\u2019s thought. Since easing certain measures from 12 July 2021, infection rates have spiked sharply. <\/p>\n\n\n\n

The main culprit of this increase is the KTV cluster which has grown to 193 cases, and the Jurong Fishery Port cluster, which is also related to the KTV cluster, growing to 179 cases (as of 19 July 2021). <\/p>\n\n\n\n

This led to one round tightening measures announced on 16 July. Barely a few days later \u2013 and on a Public Holiday, no less \u2013 this new announcement to revert into Phase 2 (Heightened Alert) measures was released.<\/p>\n\n\n\n

Most businesses should already know the drill by now \u2013 we\u2019re heading back to Phase 2 (Heightened Alert). As a recap, here\u2019s 8 things businesses should know.<\/p>\n\n\n\n

#1 Group Sizes Reduced From A Maximum Of 5 Persons To 2 Persons (For Social Activities)<\/strong><\/h3>\n\n\n\n

There may be some confusion around this a previous update differentiated group sizes for vaccinated and unvaccinated individuals. <\/p>\n\n\n\n

Under the current Phase 2 (Heightened Alert) measures, there will be no differentiation of vaccinated and unvaccinated individuals. The maximum group size is a blanket 2 persons.<\/p>\n\n\n\n

#2 Dine-In To Cease For F&B Establishments<\/strong><\/h3>\n\n\n\n

Dining-in will not be allowed until 18 August 2021. This means only takeaway and delivery services will be allowed.<\/p>\n\n\n\n

#3 Indoor Mask-Off Sports Activities Suspended<\/strong><\/h3>\n\n\n\n

For gyms and fitness studios, all indoor mask-off sports activities and classes are suspended. Outdoor mask-off activities allowed with class size of two persons. Both indoor and outdoor mask-on activities can continue for up to 30 persons in groups of two persons.<\/p>\n\n\n\n

#4 Certain Personal Care Services To Cease<\/strong><\/h3>\n\n\n\n

Any massage establishment such as spas and saunas and hairdressers\u2019 salons which require masks to be removed have to cease during Phase 2 (Heightened Alert). <\/p>\n\n\n\n

#5 Tuition Classes Can Continue In Groups Of 2<\/strong><\/p>\n\n\n\n

Up to 50 persons per class in groups of 2, down from groups of 5, can still continue.<\/p>\n\n\n\n

#6 Home Based Businesses (HBBs) Are Not Subject To The Same Restrictions As Social Activities<\/strong><\/h3>\n\n\n\n

Home based businesses are only allowed to operate on a contactless delivery\/collection model. This is different to being subject to prevailing safe management measures \u2013 which allow up to 2 unique household visitors each day. <\/p>\n\n\n\n

#7 Attractions, Cruises, Museums To Operate At 25% Capacity<\/strong><\/h3>\n\n\n\n

These businesses will have to operate at 25% capacity rather than 50% capacity. Indoor and outdoor shows may still proceed with up to 100 persons with Pre-Event Testing (PET), and up to 50 persons without PET.<\/p>\n\n\n\n

#8 Events Capacity Of Up To 100 Persons With PET And 50 Persons Without Pre-Event Testing (PET)<\/strong><\/h3>\n\n\n\n

The capacity limit for events with PET is now limited to 100 persons, down from 250 persons in the past.  This is for events such as:<\/p>\n\n\n\n

  • Live performances (unmasking and singing\/playing instruments that require expulsion of air for live performances not allowed)<\/li>
  • MICE events (unmasking not allowed)<\/li>
  • Spectator sports event<\/li>
  • Wedding solemnisation (group size of up to 2 persons) and wedding reception (PET required for all attendees; up to group sizes of 5 persons)<\/li>
  • Cinemas (no F&B allowed)<\/li>
  • Congregational and worship services (unmasking and singing\/playing instruments that require expulsion of air for live performances not
