We look at some of these considerations:<\/p>\n\n\n\n<h3 id=\"1-employers-may-have-to-pay-cpf-on-allowances-but-not-reimbursements\"><strong>#1 Employers May Have To Pay CPF On Allowances, But Not Reimbursements<\/strong><\/h3>\n\n\n\n<p>According to the CPF website, certain allowances may require CPF contributions to be paid on them. Such allowances include handphone, transport, meals, clothing, and overseas expenses; and even good attendance, festive allowance and other allowances also require CPF payments.<\/p>\n\n\n\n<p>This means if employers provide a meal allowance to employees due to overtime work they are putting in, they have to also make CPF contributions &#8211; for both employer and employee &#8211; on the meal allowance.<\/p>\n\n\n\n<p>In contrast, if employers require an employee to submit a receipt for their meal expenses after doing overtime work, it is considered a reimbursement. However, for specific expenses, such as\u00a0<a href=\"https:\/\/www.iras.gov.sg\/IRASHome\/Businesses\/Employers\/Tax-Treatment-of-Employee-Remuneration\/Meal-Payments-and-Food-Provided\/#title2\" target=\"_blank\" rel=\"noreferrer noopener\">meal allowance for working overtime<\/a>, employees do not have to pay taxes even though they are given an allowance. Employers can direct their employees to the IRAS website to verify other types of payments you are providing them. <\/p>\n\n\n\n<p>In any case, most employers are on the <a href=\"https:\/\/dollarsandsense.sg\/business\/complete-guide-to-applying-auto-inclusion-scheme-ais\/\">Auto-Inclusion Scheme (AIS)<\/a> &#8211; which requires them to submit the employment income of their employees. This has to happen each and every month.<\/p>\n\n\n\n<p>It is also more convenient for employees to get an allowance rather than keep track of the exact expenses they incur, ensure they don&#8217;t lose any receipts, and have to submit it every month.<\/p>\n\n\n\n<p>If companies provide an allowance, it is just paid out without having to bear these administrative challenges. However, cost savings may be mitigated due to additional CPF payments required (and employees may not love it either due to additional taxes they may have to pay on allowances).<\/p>\n\n\n\n<h3 id=\"5-businesses-collect-more-information-through-reimbursements\"><strong>#5 Businesses Collect More Information Through Reimbursements<\/strong><\/h3>\n\n\n\n<p>By reimbursing employees instead of providing an allowance, businesses are able to collect much more information on their operational expenses. Doing this also solves the problem of determining a fair allowance for employees &#8211; where some employees may incur more and others incur less, but all of them receive the same allowance.<\/p>\n\n\n\n<p>If a business is providing transport allowance, it may not know whether it is too much or too little. The business may also not be providing employees who are working more\/harder an adequate amount. On the other hand, it may be overcompensating employees who do not require much transport allowance. This way, businesses can allocate resources more fairly.<\/p>\n\n\n\n<p>This information can also be aggregated to use for future bargaining purposes \u2013 either with employees or vendors they hire to take over such expenses.<\/p>\n\n\n\n<p>For example, if a business provides travel allowance, it can keep track of its exact costs and employee travel patterns. At the same time, employees have to pay taxes on allowances they are given.<\/p>\n\n\n\n<p>With this in mind, it can be more beneficial and cost-effective for both employers and employees to utilise reimbursements for employment-related expenses.
