Deputy Prime Minister and Finance Minister Heng Swee Keat noted in his 2021 Budget speech that many businesses and trade associations have asked for the government not to tighten foreign worker quotas further due to the difficulty they face in hiring locals<\/strong>.<\/p>\n\n\n\n

This came on the back of a round of foreign labour tightening measures for Employment Pass and S Pass holders that came into effect in September 2020.<\/p>\n\n\n\n

However, as an open and trade-centric economy with a citizen population of just 3.5 million, it is undeniable that foreign talents give Singapore an added boost and allows it to plug skills gaps in the economy. To continue remaining globally competitive, locals must also be able to bridge this skills gap and deepen expertise in sectors Singapore wants to play in. This also has the peripheral benefit of allowing Singapore to moderate our reliance on foreign labour in the longer term as well as to target foreign labour with deeper skills in newer industries. <\/p>\n\n\n\n

This is where the Capability Transfer Programme (CTP) <\/strong>comes into play.<\/p>\n\n\n\n

During the Committee of Supply (COS) 2021 debate, Minister for Manpower Josephine Teo said that about $5 million<\/strong> has been committed to support projects in 20 sectors under the Capability Transfer Programme. The programme has also been extended by 3 years to end-September 2024<\/strong>.<\/p>\n\n\n\n

What is The Capability Transfer Programme (CTP)?<\/strong><\/h3>\n\n\n\n

Launched in 2017, the Capability Transfer Programme (CTP) <\/strong>aims to complement our local workforce with foreign specialists. <\/p>\n\n\n\n

Companies can leverage on CTP to acquire new capabilities to develop their workforce and compete more effectively locally and overseas. The ultimate goal is a transfer of capabilities from foreign specialists to locals<\/strong> to build deeper capabilities within Singapore\u2019s workforce across all sectors and entities.<\/p>\n\n\n\n

The CTP provides 3 categories of support<\/strong>: 1) foreign specialists brought in to Singapore to train locals; 2) local specialists (who were previously trained by foreign specialists or trained overseas) conducting capability transfer training for locals; and 3) local trainees sent overseas to acquire new capabilities.<\/strong><\/p>\n\n\n\n

Funding support<\/strong> for the CTP can include components such as:<\/p>\n\n\n\n

  1. Salary<\/strong> of foreign specialist, local trainees sent overseas, or local specialist conducting follow-on training in Singapore<\/li>
  2. Attachment-related costs<\/strong> such as Cost of Living Allowance (COLA) and airfare for foreign specialists brought in to Singapore or local trainees sent overseas<\/li>
  3. Venue costs<\/strong> for foreign specialists conducting training in Singapore (only applicable for industry-level projects)<\/li>
  4. Equipment costs<\/strong> (only applicable for industry-level projects)<\/li><\/ol>\n\n\n\n

    Apart from funding support, the CTP also supports work pass concessions on a case-by-case basis, to facilitate the entry of the foreign specialists. While this work pass concession is time-limited, it can also be extended if required.<\/p>\n\n\n\n

    As mentioned by Minister for Manpower Josephine Teo in her Committee of Supply 2021 debate speech, the CTP is not a stand-alone scheme but rather a complement to existing capability development <\/strong>programmes, sector-specific schemes, as well as broad-based schemes like Lean Enterprise Development (LED) Scheme and Job Growth Incentive (JGI).<\/p>\n\n\n\n

    Who Qualifies For The Capability Transfer Programme (CTP)?<\/strong><\/h3>\n\n\n\n

    Businesses under all sectors <\/strong>will be covered.<\/p>\n\n\n\n

    DPM Heng cited SP Group as an example of a company that benefitted from the CTP during his Budget 2021 speech. Under CTP, one of SP Group\u2019s Technical Officer picked up skills from foreign experts in network support for the rollout of advanced electricity meters. The employee currently performs higher-value work such as fault isolation and data analysis; he also supervises junior colleagues.<\/p>\n\n\n\n

    How does <\/strong>The Capability Transfer Programme (CTP) Work?<\/strong><\/p>\n\n\n\n

    Project proposals are evaluated on a case-by-case basis,<\/strong> taking into consideration factors such as:<\/p>\n\n\n\n

    1. Singapore\u2019s existing local capability gaps<\/li>
    2. The potential impact of the transfer of capabilities to locals<\/li>
    3. Linkage of the project to the industry as a whole<\/li><\/ol>\n\n\n\n

      Companies can qualify for CTP support more than once<\/strong>, provided if the capability proposed to be transferred is new to Singapore, and the related project did not receive prior support under the CTP.<\/p>\n\n\n\n

      How Much Support Can Businesses Receive?<\/strong><\/h3>\n\n\n\n

      Funding support levels vary depending on the type of entity and the level of impact of the project<\/strong>. SMEs, for instance, can get funding support of up to 70%<\/strong> when they engage foreign specialists to train local employees. <\/p>\n\n\n\n
