During Budget 2021, DPM Heng Swee Keat agreed that arts and culture play a vital role in connecting communities and weaving the fabric of society. He went on to announce that the Arts and Culture Resilience Package (ACRP) will be extended in FY2021.<\/p>\n\n\n\n
First introduced during the Resilience Budget at the end of March 2020, the ACRP extension will introduce new grants and also extend several existing ones. This will be worth $25 million, bringing the total COVID-19 support for the arts and culture sectors to over $75 million.<\/p>\n\n\n\n
Under the enhanced ACRP in 2021, there will be 4 main components that will aid businesses and self-employed within the arts and culture industries.<\/p>\n\n\n\n

Qualifying organisations will receive $35,000 each around from around July 2021.<\/p>\n\n\n\n The first tranche of the ACRP Operating Grant provided $50,000 or $75,000 to eligible arts and culture organisations. Over 220 organisations benefitted from the first tranche. <\/p>\n\n\n\n Eligibility criteria for the ACRP Operating Grant second tranche remain the same as the first tranche:<\/p>\n\n\n\n Criterion 1:<\/strong> Active employers who have been making CPF contributions for their local employees and are not already receiving more than 75% of its operating funding from the government<\/p>\n\n\n\n Criterion 2:<\/strong> Have industry\/niche capabilities that are crucial to the sustainability of the arts ecosystem endorsed by National Arts Council (NAC), National Heritage Board (NHB) or Design Singapore Council (DesignSG)<\/p>\n\n\n\n Criterion 3:<\/strong> Provide a breakdown of their employees\u2019 profile as well as commit to preserving existing jobs in their organisation to the best of their ability and where viable, and provide a written statement of capability development and prospective work plans<\/p>\n\n\n\n NAC and the co-administering agencies (NHB and DesignSG) will reach out directly to eligible organisations to notify them about the second tranche in March 2021. For those with queries, you can visit the\u00a0NAC website<\/a>.<\/p>\n\n\n\n The existing Venue Hire Subsidy of 80%, which was set to end in March 2021, will also be extended for another 3 months to June 2021.<\/p>\n\n\n\n At the same time, the MCCY will also expand the list of venues eligible for the 80% subsidy. The National Arts Council (NAC) website also states that any extension beyond June 2021 will be reviewed after taking into account the prevailing national situation.<\/p>\n\n\n\n This will be for arts and culture activities permitted to resume in Phase 3 at existing venues:<\/p>\n\n\n\n It has been extended to more venues, such as select arts centres with shared facilities under NAC and other venues. Participating organisations will communicate details of this.<\/p>\n\n\n\n A new Self-Employed Person (SEP) Grant will provide a grant of up to $50,000 per project to arts and culture freelancers.
