However, based on the latest <a href=\"https:\/\/stats.mom.gov.sg\/Pages\/Hours-Worked-Summary-Table.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> from the Ministry of Manpower (MOM), the average weekly paid hours worked per employee dipped below 44 hours, as per 2023 data.<\/p>\n\n\n\n<h3 id=\"are-singapores-work-hours-actually-decreasing\">Are Singapore&#8217;s Work Hours Actually Decreasing?<\/h3>\n\n\n\n<p>In the past decade, work hours in Singapore have been decreasing consistently in the past decade from 46.2 hours per week in 2013, to 43.6 hours per week in 2023.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"940\" height=\"226\" src=\"https:\/\/dollarsandsense.sg\/business\/wp-content\/uploads\/2024\/04\/Working-Hours-SS1.jpg\" alt=\"\" class=\"wp-image-11908\" srcset=\"https:\/\/dollarsandsense.sg\/business\/wp-content\/uploads\/2024\/04\/Working-Hours-SS1.jpg 940w, https:\/\/dollarsandsense.sg\/business\/wp-content\/uploads\/2024\/04\/Working-Hours-SS1-300x72.jpg 300w, https:\/\/dollarsandsense.sg\/business\/wp-content\/uploads\/2024\/04\/Working-Hours-SS1-768x185.jpg 768w, https:\/\/dollarsandsense.sg\/business\/wp-content\/uploads\/2024\/04\/Working-Hours-SS1-380x91.jpg 380w, https:\/\/dollarsandsense.sg\/business\/wp-content\/uploads\/2024\/04\/Working-Hours-SS1-800x192.jpg 800w\" sizes=\"(max-width: 940px) 100vw, 940px\" \/><\/figure>\n\n\n\n<p>Paid hours per week is defined as the hours that the employer pays the employee for, regardless of whether or not work activities were done. This includes paid leave and sick leave. However, this does not mean that all individuals would experience a similar reduction. The <a href=\"https:\/\/stats.mom.gov.sg\/iMAS_Tables1\/Time-Series-Table\/mrsd_22_Qtly_and_annl_tsd_on_ave_wkly_paid_hrs_by_ind.xlsx\" target=\"_blank\" rel=\"noreferrer noopener\">sector-based data<\/a> shows that the Public Administration &amp; Education sector has not decreased, remaining stable between 41.3 &#8211; 41.6 hours per week in the past ten years. Productivity could be increased in many ways, but generally speaking two of the ways it could be increased is improvements in workflow as well as digitisation and automation, reducing the number of tasks that workers need to do, or increasing the speed at which they complete the task.<\/p>\n\n\n\n<p>The Ministry of Trade and Industry (MTI) measures <a href=\"https:\/\/www.singstat.gov.sg\/find-data\/search-by-theme\/economy\/labour-employment-wages-and-productivity\/visualising-data\/productivity-dashboard\">productivity growth<\/a> using <a href=\"https:\/\/tablebuilder.singstat.gov.sg\/table\/TS\/M015841\">Value-Added (VA) per Actual Hour Worked (AHW)<\/a>, as well as <a href=\"https:\/\/tablebuilder.singstat.gov.sg\/table\/TS\/M015771\">VA per worker<\/a>. Most sectors have also seen an increase in employment, with the exception of Manufacturing, Construction and Arts, Entertainment &amp; Recreation. Given the overall trend of increasing manpower over the years, increased manpower is also another plausible or contributing reason for the trend in reduced working hours.<\/p>\n\n\n\n<p>Nevertheless, it should also be noted that Public Administration &amp; Education Services, as well as Health &amp; Social Services have also increased their head count by roughly 20,000 and 74,000 in the past decade but have not managed to achieve a reduction in working hours. Some companies have started to do this in order to support young parents who needed more time to take care of their children or improve work-life balance. At present, <a href=\"https:\/\/www.todayonline.com\/singapore\/1-3-spore-workers-expect-4-day-work-weeks-be-norm-experts-think-theres-still-long-way-go-2397386\">21% of workers surveyed<\/a> reported that their employers offer 4-day work week arrangements.<\/p>\n\n\n\n<p>Aside from such cautious pilot trials in Singapore, <a href=\"https:\/\/www.straitstimes.com\/world\/want-a-four-day-work-week-show-this-research-to-your-boss\">research done<\/a> in the US, Ireland and Australia, showed data which suggested greater employee satisfaction and engagement. People took fewer sick days, and the turnover rate was also improved. Revenues for the companies also grew roughly 8% over the course of the research period, and employees were generally happier.<\/p>\n\n\n\n<p>There are some trade-offs for such an approach. A 4-day work week may result in difficulties when it comes to arranging for meetings especially meetings with clients, and the working hours for the 4 days may also have to be increased. However, implementation of a 4-day work week arrangement will most likely result in a reduction in total hours worked.<\/p>\n\n\n\n<p>Nevertheless, not all industries can easily implement a 4-day work week.
